Get Crobat:
You should have a Luxury Ball from the Abandoned Ship.
Get as many protein, calcium, iron, zinc, carbos, and hp up at the Lilycove Dept. Store, Floor 3.
Go to a Pokemon Contest and make lots of Pokeblocks. There is a lady in Slateport City in the Pokemon Fanclub that will give
you a Soothe Bell.
Go out and catch a Golbat. Make sure their is a space for Golbat. Weaken it until it's in the red zone
and catch it with the Luxury Ball.
To make it evolve, give your Golbat the protein, calcium, and other items you stocked up on beforehand. Let it hold the Soothe Bell.
Train it a couple levels, but do not let it die! Keep it on lead position and it should evolve.
To make it unbeatable, teach it Return
to do some damage.

Find Latios Again Easily:
If you have already found him at least once, Go to a city where he goes often
(like Foretree city or Picificlog town). Use Fly and go to the same city you were at beforehand and look on your Pokedex.
See where he is at that moment. Keep doing this until he is next
to the city you are in but do NOT run. If you do he will most likely move to a different area.
